Err. It's a Garry's Mod 10 gamemode.
It's DarkRP heavily editied.
It is not for Garry's Mod 9..

Garry's Mod 9 stuff, google is probably the best way. Gmod9 is outdated, therefore there is not much around anymore. The only really way it goes around is passed from person to person. If you need a mod, and you REALLY can't find what you are looking for, just ask here, someone is bound to either have or know of it.

There are a few things scattered around the internet. Filefront has a few things.

For ECS, last time I checked, in singleplayer you are always admin on everything, ULX, ECS, you name it, so can't really help you there, unless you look in the ECS folder for admin script, or e_adduser in console..

thanks, didn't know but is there any site where you can download garrymod 9 stuff? because i only find pages with gmod 10 stuff on it.

its a bit complicated to add admins in ecs since the adminsystem is bugged and whatnot
