I dont recommend hosting your own gmod9 server, gmod10 is another story.
But for a gmod9 server that you would actually be able to join other server while running your server etc. Would require many things...
First of all gmod9 is "old" in a way. And I somehow doubt its easy to get the server files for gmod9 to do this (Google Gmod9 Server Files or Something <You'll probably find a guide with it).
And another reason your computer specs, connection speed, etc.
Location would also be a problem, since im guessing you live in France or something.

Good luck, its your decision, I recommend doing it dark_hero's way since your not English and it might be harder to explain, you probably dont have your own box (server) <seperate computer's work well>, you obviously have no steam games server setup experience or this would be easy and completely obvious.
