I think NPC packs do not work.. It do not work for me too.

SWEP packs works but do you have installed in the gmod9 folder? Do you tested with other SWEP packs?

Erm

Alot of the SWEPs do show up, but have no Model or Texture. This is either because:
1. They are poorly made, and they didn't include models/textures.
2. The models and textures they did use are only in Garry's Mod 10 for some reason, I believe.

Err, Probably Steam\Steamapps\SourceMods\gmod9\mods.
Otherwise, it's Steam\Steamapps\SourceMods\gmod9.
Depends on whats in there really. Try the first one, and let me know.

Most of the sweps you'd find now don't work because they were written in gmod10 lua, which is different from the gmod9. Just make sure the sweps were made for gmod9 and then put them in the right folder, and ta da! :D

You didn't say anything about gmod10 lua being different then gmod9 (just something about the model files), which is pretty much all I said, so you actually didn't say what I said o.o
