is there anyway i can get ulx for when i'm singleplayer.. i mean like so all my binds would work as when i'm playing on the server?

I don't know what binds you are using,
but you can download ULX here.
You have to add your STEAMID to the users.ini located in gmod9/lua/ulx/config/
Instructions can be found there too...
For the ulx_noclip thing you will probably need the noclip-module, which i don't have :/
