but it wont let clients download the map that its currently on.

Maybe it has something to do with sv_allowdownload
or sv_download or w/e lol

Wherever your server core files are edit motd.txt

This isnt an edit:
root directory/motd.txt
^^ no /hl2mp depending on where its put
It's C++
